The new Tehachapi Pass route is set in the modern day. I think you mean "Retro Pack" as Retro Packs are basically TS Content packs that have Pre-Modern era content in them. Such as the B&O Mountain Sub Retro Pack, WM Retro Pack, and Chessie System Retro Pack.
And also, GP9s from Santa Fe were very rare and slightly underpowered, which is why you mostly see a mix of various Dash 2s and Dash 8s. GP60Ms and GP60Bs are also fairly common. SD45s, SD45-2s, U36Cs, U33Cs, U36Cs, B30-7s, C30-7s, GP38-2s, SD40-2s, B40-8Ws, C40-8Ws, C40-8s, SD45T-2s, and SD40T-2s were also very common as well. SD9s and SD9Es may have been seen quite a few times, but most F-Units were already replaced by the units I just mentioned. SP Cab Forward being on Tehachapi Pass is definitely correct.
The units you just mentioned are from the 60's, 70's, 80's, and even 90's for a few. The original suggestion is meant to be a mid 50's pack, which is why the GP9 is included.
