You're going to have to put more detail into that. What platform, what error, did you ever attempt trying it again after some time?

All routes are available currently except the TSW2020 route NEC: New York and a few loco addons for Sand Patch and NEC: New York. If you buy a Train Sim World DLC it is intended that it will work in all versions of the game you own & support it, no matter which game you buy it for. You can use this link as reference to what DLC packs are supported in which version of Train Sim World. The Yes/No indicates support and the colors indicate feature sets.

eg you can buy a TSW3 route and it works in TSW2 (If it did originally). At least that's the case for me on Playstation and Steam. Can't confirm other platforms, sorry. Also SEHS (unextended) might not work in TSW2 if you just buy TSW3 I can't confirm that, same with the the 465 loco DLC for it

Is the error in the DLC store in the game or the PSN store?

In Steam, I can still go to the TSW2 page and purchase DLCs. In the Playstation store, I can only see TSW2 and the TSW2 DLCs I already purchased if I go there through my library, but there is no way to buy new TSW2 ones. PS store does still show TSW2/3 compatible DLCs under TSW3, but I think it was established that purchasing them only goes current and forward, not backward. Meaning, if you buy them, you get the TSW3 version and can download the TSW4 version when available, but it won't work backwards to TSW2. I think.

I can confirm this is not true. If you purchase a TSW3 route on Playstation that was also available on TSW2, you will get it in Train Sim World 2. The only caveat is that you have to manually download the file by selecting the game and selecting Manage Game Content. I've done this and bought a few routes from the TSW3 page before I bought TSW3 and they all worked in TSW2.

On Steam when I purchased TSW3 I got SEHS for TSW2 as well, but not the 465 DLC. Also the DLC I got from the Humble Bundle keys which is TSW3 DLC was also activated on TSW2 (when compatible)

Things could have changed but at least on Playstation as long as you don't download you purchase you can refund it. So if you don't see it in your TSW2 Library, just contact Sony and ask for a refund. Don't automatically download the version for TSW3 after you purchase because that won't work in TSW2, and will make it harder to get a refund if needed. On Steam it's even easier to refund.

The only addons that are outright impossible to buy now are the 3 addons that were made for TSW and not ported to TSW2 or beyond. Those are NEC: New York, Amtrak SW1000R and CSX GP40-2. You also cannot by the base versions of TSW2020, TSW2, or soon to be TSW3 through any official channels.
