Xbox Series X Throttle Problem

Is there a problem with the throttle on the class 47’s on the WCML over shap were you can only start the throttle at 26%

 

I think it's a thing on the Northern Transpennine 47 too, and I think it might be prototypical. I guess it has a minimum setting of 25% much like the brakes have an 'initial application' setting.

 

It only seems to happen with the WCML over Shap 47’s
