Xbox Tier 2 Mastery Progress Doesn't Register

I've completed Tier 1 of the Hauptstrecke Köln-Aachen route without any problems. However, Tier 2 doesn't progress, even though I'm doing what it says (3 Timetables + 160 km in the ICE). No progress is recorded, even after hours of doing the thing. This applies to both the game itself and the website. It's as if I hadn't done anything.
