This maybe about to be fixed, I dont know, or might be intentional. The JNA box wagons dont appear in service mode with custom liveries, at all. The scenario planner list of trains ie ews 66 and 15 JNA box wagons would work fine and spawn as described, but if I checked the box for custom liveries. I end up with 5 wagons.
