Does anyone own the "Town Scenery Pack", or know what is does? If owned, are the scenery items automatically placed in routes you already own or do you choose where to manually place the items?

The Town Scenery Pack does not place anything in to a route.
Its purpose is for people constructing their own route.
If you purchased the pack you would have to place the items where you wanted in the Editor.

Every route that you purchase already comes with every scenic item required

Thanks! I'm still a newbie. I didn't even know I had the ability to construct a route. I've not yet made it through all the initial runs yet, so I guess that's a feature I'll look forward to.

I have been playing the game since 2011 and I have not built a route yet
What you might find is somebody makes a Freeware route which you download and if they used the Town Scenery Pack then you would have some things missing.

You can use the Town Scenery Pack (and others like it) to add detail to existing routes. You aren't limited to only using them in routes you create.

I used one of the wind turbines in the Renewable Energy Pack to represent "Gulliver" in Lowestoft, which us missing from the Wherry Line route.

These packs are also sometimes required for freeware routes.
