So this is from the Antelope Valley scenario "Impossible Mission" just outside of Union Station. Are there any other sightings of workers on/near tracks? I'm super team labor so wouldn't mind seeing some of the unsung heroes doing their jobs so that others can do their jobs safely.
And some of them are actually working instead of standing around chatting like all of them usually are when depicted in game.
That’s because while your train’s going past, they can’t work. Once you’re past them, they’re back at it. Generally the time they get to complete tasks between trains is very limited, so they have to work as quickly as they can without compromising safety. Even when they have possession of a line, the maintainer will be determined to maximise use of the possession, and will have a tight schedule in place to get everything done. Possessions are not easy to obtain, and are never as long as the maintainer would like.
I see them doing nothing even when no trains are running. That is during the night, at a train station, when no trains are running.
Well, it’s difficult to say without knowing the exact circumstances or what they’re there to do. What I can say is there is often a certain amount of waiting involved in Permanent Way work - often the stages of a project have to be done in a certain order, and you can’t do the next bit you’re working on, until someone else has done a different piece of work. Also, waiting for confirmation that the possession has been secured, the overhead line is isolated (where applicable) and all the necessary equipment is on site can take a while. I’m confident that if you watched them for their full shift (which might be a bit boring…) you’d see plenty of work getting done. Permanent Way work is hard work, and often pressured, with a strict schedule to keep to. Get behind, and you can have a massive impact on the train service if you don’t hand the line back on time.

From what I've seen, they do a couple of hours work and then leave (that's after I've been there for 4 hours), most of them doing nothing. All they're doing is bringing a platform back into use, which should have been nearly ready 3-4 months ago, and there hasn't been any issues. Basically, they're there after my shift starts, and leave before I'm half finished. I watch them when I have nothing to do (which happens a lot, often for 1-2 hours at a time).

Beside track workers, I’d like to see more railroad personnel like transport police and staff members from different train companies.
I think the only place I have seen them is on BPO and EDN, otherwise I can't think of a time where I have seen them. It would be nice to see more about because they are very important in the smooth operation of the network, and when it does go wrong getting it fixed ASAP.
Would be funny if instead of traditional trackside workers, it would be a bunch of DTG employees with laptops "modeling" in fixes. Or maybe a trackside temporary worker shed / container with a DTG Preservation Crew logo.
Funnily enough, I returned to OSD a few days ago (trying to tie up some loose masteries I never bothered with) and saw some at the Burlington loading facility. That was a pleasant surprise.
Riesa dresden has them standing around on trainstations. JT has a lot of workers over the entire map. Really well done with the ballst trains ans they are actually having tools too.
