Have you started it from the Steam client? Is Steam running? Doing a quick search on google, 0xc000007b can happen after a system update, or running 64bit software on a 32bit OS, or a broken VisualC++/.net installation. Try reinstalling the game. It brings its own vcredist files, maybe they've gotten messed up somehow.
