Train Simulator Classic, although technically uses more than one core, it's not really optimised for multi-core, so it relies mainly on one single core to do most of the work, so in very asset heavy scenes, even with a modern PC you will get slower frame rates. 29fps if perfectly normal in such heavy scenes. There's nothing wrong with your PC.
Thanks for your availability, however, I noticed that the drop in fps occurs with some scenarios, for example I played a scenario on Cologne Koblenz and everything went well, I was almost always at 60fps, in some situations they drop to 49, it certainly depends on the many trains that pass through I'm in the station, but the strange thing is this, that yes the scenario starts at 29fps then goes back up then as soon as voices in the station even if there is no train (I'm talking about small stations) they go down to 29 and then they date back to 60, which I don't understand
There are two reasons for varying frame rates. First, how much scenery and trains you have in sight, or in the vicinity. To some extent, how detailed those are, relative to each other. Köln-Koblenz was created during an era where the width of the modeled area was thin, however assets were relatively expensive. You can see if you fly up. It's usually at stations or otherwise busy places. People tend to complain about lower poly models or low resolution textures (like in the recent P40DC review) but the cost of detail is just as bad: some trains like the Class 801 or the (very) old E18 pack can be a massive resource hog (in my case, just one of those trains brings it down to 30 and 20 fps, respectively). This latter one is easy to judge as turning the camera away increases the frame rate right away. Second, tile loads and then their effect on amount of scenery. Currently the game loads sections of scenery at once, say, every kilometer it loads the next. While it does so, less capacity remains to actually render frames. If there are expensive trains in this section, it exacerbates it. Once I've ran a scenario that would take over a second of complete stand still every tile.
