Not a suggestion as such but there have been quite a few previous wanting these trains. “TransPennine Express has lost its contract to run its service following customer complaints of poor service and cancelled trains. The government has announced it will now run the rail service which covers the North of England and parts of Scotland.” Hopefully be easier to get licenses.
Should be as TPE now will run under OLR so should fall under auspices of DFT which is already used for East Midlands trains route
Which route should they be made for a modernized northern transpennine the Huddersfield line can work with the 1983 version running Railtours alongside the 2023 trains.

Better question is, has GBR been confirmed! As I said in another thread previously, I think it was a personal project of former Transport Sec. Grant Shapps, that was at odds with overall government policy.
That can work however consider the fact that 1983 trains can run on the whole route. Last year there were proposals Huddersfield line 1983 extended to York from Leeds
I think it has been confirmed cause they [the government] announced the location of the headquaters of GBR back in (l think) March

I totally agree with you that the Tories are likely not to proceed with this, even with the recent failure of another ToC to live up to their own promises (mainly because they couldn't get staff to work for them more than was written down) One quote I find funny... It means GBR might be scrapped altogether if the Tories fail to win a majority at the General Election next year. If Labour get in and don't renationalise the railways then they should be done by trading standards... They've been calling for the renationalisation of public services since the last time they were in government (and completely failed to do this themselves)
I think they're beyond that now, their leader is a self-proclaimed conservative and his policy goes to show it; I think nationalisation - for England, at least - is a dead dream. For the foreseeable future, at minimum.
Unfortunately, given the right to protest has recently been legislated against it also looks like we're not allowed to complain to loudly about it either Ain't politics just wonderful

I know some well connected railway people and someone who works for the DfT. None of them know what the Government's latest plan for the railway is, suggesting that there isn't one.
