No- after TS2016 was released there was a series of good giveaways called TS Rewards that came out for the core routes. They've all been added to the respective routes as updates since... in theory. The process does seem to have been a bit patchy so if you have Sherman Hill, Riviera in the '50s or Koln-Koblenz it's worth checking.
I have Sherman, still had to buy the route to to get the TS rewards flatcars for "free." This is the first actual free item, where you don't have to buy something else first.
Oh? I didn't get all the freebies at the time (I got started with TS2016) or as updates but I only had to ask Dovetail for them.
I'm very grateful for the giveaway. I love the wok that was put into these. Great bell and horn sounds so far. The sounds for the P42 themselves are not so good. Sounds more like an air craft that a GE locomotive with an FDL engine.
Those of you who do not have the Miami-WPB route might want to look at the current Steam sale - there is the CSX Collection bundle which has the route, plus NY-New Haven and the SD80MAC, AC6000W, GE U-boat, NRE 3GS and also the 4 locos included in the 2 routes. That should keep you busy for a while!
