No, because there is no controllable way at the moment that a PS4 can publish material to the world, or an Xbox. There are third party sites out there which can do this, but DTG want the same experience on all platforms so until that hurdle is surpassed it won't be happening
Basic editing tools are starting to be added. There will be more added but these are not like the editor in other train sims where you can start producing content like the devs do and share or sell it. That is unlikely ever to happen with TSW.
