Xbox Series S Tsw Photomode Motion Blur Issue

When i use the TSW Photomode Motion Blur Feature, my motion blue only applies to certain spots on my view point, and if i focus onto the train, my motion blur cuts the train and image in half, applying half motion blur and the other half as a still picture.

And even with rotating the image, the motion blur moves around with that same broken effect.
