Very scenic line, been on it myself. Maybe as part of the Riviera Line so there's a bit more to drive (Exmouth to Paignton services reversing at Exeter). Total route length would only be about 40 miles, and can substitute stock from GWE. Class 143 could also be used on Tees Valley Line if remodelled with the original bus style bench seats in a provincial livery
It's 3 car 165/6 and 4 car 150s now - Pacers were retired last year thankfully - even pairs of 143s were struggling with peak/sunny day/rugby loadings. While it's scenic, it is just a short out and back on mostly single track with most trains being all stations, so limited playability options. Maybe if it were paired with the Riviera down the other side of the Estuary so you've got a reversal and mainline traffic. That said a way of working in the request stops at Lympstone Commando and Exton could be an interesting exercise.
