Xbox Series X Tsw3 Add Ons Not Working

Hi, i have recently purchased TSW4 as TSW3 was removed from the store and gamepass. i paid for nearly every add on but i can access any of them for TSW4, i feel i have wasted my cash on this game and frustrated i cant use the trains and routes i purchased last year. everytime we try and download it says oops. any ideas anyone

 

Have you actually checked your content tab. Consoles have extra steps for installing

 

yes, tried this, when you go to store they show up owned but cannot download
