Quick note on this, you may see Standard Edition not appear for Pre-order on Xbox. The fact Standard Edition will be in Game Pass is the reason why.
Does that mean you need gamepass to get the standard edition? Also when can we buy the regional editions?
No, you won't need gamepass to buy the standard edition. There is just no preorder on the standard and regional editions.

Data uploaded to your Dovetail Live account (Content uploaded to Creators Club, Mastery, Railfan Shots) will transfer between games. You may have to redownload your uploaded Creators Club content when you first log into your Dovetail Live account on Train Sim World 3. In-game progress related to your game profile (driver log, levels, liveries, and scenarios not uploaded to Creators Club) is under investigation, and we will update you when we know more. Train Sim World 3 will have new achievements on all platforms. This will include new add-ons and Train Sim World Compatible add-ons, so achievements will not transfer between Train Sim World 2 & 3. We are investigating whether progress achieved on Train Sim World 2 can contribute to achievements in Train Sim World 3, but this falls into the game profile progress mentioned above.

Hoping we can get some save data crossover this time. The Xbox Game Saves system allows reading from other title IDs doesn't it? Then that data (stats, liveries, scenarios, collectables etc) can be imported into the TSW3 save. No need to upload/download each livery manually from CC then. Maybe it's just... complicated.
regional/country editions aren’t available for pre order so the time on Sept 6 when it releases on the respective store you want to buy it from will be when it releases
No you won't need gamepass to buy the standard edition. DTG are just trying to get people to buy the delux version by not having the standard version on pre-order! No reason to limit sales of it either because even Microsoft has standard edition games available for pre-order and all of their games launch on gamepass day one!
Hi. After Game Pass access ends for TSW2 I will uninstall it. When I install TSW3 via Game Pass will my paid dlc still be there automatically or does it need reinstalling? Cheers.
Having just watched the Stream Matt said eveyone on all platforms will need to reinstall the paid for DLC as it is a new version (New build of code).
