PlayStation Tsw4 Compatible Add-ons Shown As "unavailable"

Hi, I want to purchase Train Sim World 4, however, when I look at the add-ons in the PlayStation App some of the ones I already show are marked as "Unavailable" (other ones are shown as expected as "Free"). Will they be available for download once I buy the game?
