So basically when I spawn in the 323 on Birmingham cross city my windscreen is almost rain like but the wiper does nothing. I think it’s a glitch or bug but ♂️. Recently upgraded to tsw4 on the PC so could be something to do with that maybe? If it helps, I have also been able to produce this issue on the 385 which I found very odd when using free roam on Cathcart circle. I am still trying to work out the cause.
You are using outdated mods. The 323, as well as many other DLC (the 385 also) have received updates recently changing the glass material. An old mod can prevent the usage of the new materials.
