Xbox One Tsw5 Not Accepting The Existence Of The Cross City Line

So I got TSW5 through game pass (probably the only way it's worth the purchase price on the Xbox One, but I digress), having come from 3. All the routes I got with 3 are there, however, the Cross City isn't. The store aknowledges the fact I own it, but the game refuses to find it. I've un and reinstalled 5, to no avail.

Anyone know what's up?

Have you opened the "Manage game and addons" menu for TSW5? (Press start on its name in the XBox guide)
If it's available to install there it should be listed with the box unticked if it is not already installed.
Tick the box and click on "Save changes". It should begin installing the DLC.
