It's known about and reported. It appears the same as before when a DDOS was launched against the site - just overwhelming it with connections.
Unfortunately it still appears that UKTS are unable to email anyone with a BT email account for some reason (Atomic Systems issue??): I have an account with UKTS I believe, but haven't used it in years and upon trying to request a password reset, I do not get an email.
Yes. The old support system was prone to generating vast amounts of spam and as a result numerous ISPs blacklisted UKTS. Getting out of the blacklists is taking time. No moderators can help you so it has to be either Matt or his Dad via the Discord server.
