I’ve noticed with the UP SD70ACE that when you are slowing down for a speed limit change, the safety systems will keep applying your brakes even if you are under the speed limit, maybe I’m doing something wrong, but I don’t think so.
each signal indication on the signaling thing in the cab are different speeds so if you aren't at or below that certain speed, it would apply brakes. I don't know the exact speed limits, but that might be why. Videos by nealtv8 should be a good way to know what speeds to go since he has had to test it anyway.
Some safety systems require you to put the brake handle into "Suppression" position to cancel and suppress the alert. The position depends on the loco. I think all freight locos have the Suppression position after Full Service, some passenger locos have it before Full Service due to higher braking power.
