Utilities.exe Cannot Find Central Directory

so i was installing mods with utilities.exe and then i got this error:

can someone help me fix the problem, as i wanted to find for solutions about this atrocious error and no tips on how do i fix the error, like i tried unpacking it with 7zip and still didn't work

listen, i tried extracting a rwp file with 7zip and said that cannot open file as archive

 

Download 7zip (assuming you have already done so) double click on rwp file, navigate to Assets or Contents (probably best to open any text or pdf help files) and extract to Railworks folder
