Yep can confirm, I'm downloading TSW4 at the moment. TSW3 had an update earlier, and you can select it. I can't seem to get it to work though, always says raise the panto.
Just to confirm - this is a very, very old test build of the Vectron (when it was being built), so won't have a very good experience. We've raised this with the teams, but please use our preview stream as the current representation of the Vectron in TSW4.
Besides I'm too late for the patch this is the most ridiculous thing ever happened in the history of TSW :-D

Additional Comments This .pak (10.87 MiB) only fixes and releases scenarios in the tabs correctly, so if you don't have the locomotive .pak (144.64 MiB) that was provided through Steam, this patch is irrelevant.
That was planned to be released on TSW3, with Kassel Würzburg being its home route (KWG_RP_Vectron). They probably decided it was a selling point for TSW4 though, and the Vectron will most likely be removed from TSW3.
