Very Low Fps In Dresden Routes

Hi, I have my TSW2 base game running perfectly. I purchused today Rush Hour and Boston works fine, though Dresden routes have very low fps, freezes frequently for a miute or so, loads for ages, at least 5x longer then any other route....impossible to play. I tried to fiddle with graphic settings but nope...
I have an i5 9300H CPU @ 2.4 GHz, 8 GB RAM, NVIDIA GeForce GTX 1060
Please help me, is that a bug or should I upgrade my laptop, and if yes, which part?
