Since the update I have noticed that my RTX 3060 12GB GPU is running at 90-100% and higher temperatures and higher fans speed using the editor since the update. I had been running the BETA version previously.

I bet you have crazy high FPS in the editor (it shows at the bottom).

On modern hardware, it is essential to limit your FPS else your GPU is running limitless and wasting energy.

Do it by either using the "-FPSLimit=xy" parameter or via nvidia settings per game.

DTG have only implemented a default FPS limiter for the menu.

Yes, the game crazy needs these settings :)
On my new machine I observe 5-10% CPU and 50-75% GPU, the higher numbers with TSC.
    Relatively consistent 1:10 across games.
Switching computers coincided with the update, but chances are that TSC is now more GPU heavy by optimizing CPU use a bit.
As far as I can tell, I was and I am CPU core limited.

(Spikee: my things are settling. I've set GPU to performance over quality. Replaying the SD9 scenarios for the achievement a last time, I got 25fps in the winter yard scenario and just about 60fps in the others. Depends on scene mostly. I think I upped from x4 to x8 FXAA and now I have shadows-water-occlusion max, too. Looks like scenery rendering is faster but rail vehicles are more expensive. Hopefully I have bloom off.)

Locked at 45 FPS in properties and NVIDIA control panel. I don't have the issue when using the Pause button.

On my Nvidia card any sort of frame limiting only worked in full screen mode. I guess it is internally identical to V-Sync.
You can verify it with Alt+Z (or Y, whichever it is on your keyboard).
By the way, the Steam / game parameter is case sensitive. Unusual but it is. I know because it didn't work for me until I fixed it.
-FPSLimit=65 - as in the quote from Spikee
