Steam Vorarlberg Scenario "international Rescue" Bug (signal Red)

Dear DTG Staff,

having read the rules as well as bug reporting modalities, I am hereby submitting the same bug that has been brought to your attention several times but remains yet to be fixed.
According to this topic, a game update apparently fixed it (cf. here) but quite clearly, this is not the case. Apparently, DTG Alex edited the patch notes since the bug wasn't fixed, after all.

To reproduce this bug, literally just play your game and play the Vorarlberg mission. Steps in detail below:

1. To The Trains > Choose a Route > S-Bahn Vorarlberg > Scenarios > International Rescue (4th from top)
   
2. Follow instructions to start the train > Drive (cf. video; minute 02:47)
   
3. Stop at Red Signal SBLWs1 (cf. video; minute 08:10)
   
4. Notice the Train > Wait for hours on end, it does not drive away (cf. video; minute 09:05)
   
5. Check Map (9) > Notice "AI_Service_2" > Current Status > Off the Route (cf. video; minute 09:39)

I started a thread a while back on this issue and with other routes as well, but the more people talking about it the better, this has been broken since TSW4, several months before TSW5 was announced.
