Bakerloo is hurting for more traffic, especially on the surface level section that runs beside the WCML.
Enabling traffic to be able to run on the WCML track would allow for a busier feeling on the Bakerloo line without having to solve the difficult issues with the AI dispatcher that have caused difficulties with adding services to the line.

Right now there are some currently existing or convertible locos that could breathe some life into the route in a gameplay pack. This pack wouldn't even need to be a separate timetable as the lines are separate. This would focus on freight and maintenance operations in, out, and around Wembley Yard, Willesden Brent Sidings, Willesden TMD, Willesden PRDC. No new track would have to be placed for this.

Wembley Yard currently in TSW2 which would normally be busy with freight stock:

While the ideal scenario is to see passenger traffic eventually along the route, the section featured doesn't make sense for a WCML passenger locomotive DLC and would be much better suited to arrive alongside an dedicated WCML route. However, this proposed gameplay pack would provide the foundation for layers, or scenario creator options for the Bakerloo Line if/when WCML passenger trains do arrive.
This pack would also allow for broad usage across other lines as well either as layers, or for scenario creator.

Of course there will have to be attention given to signalling up the Bakerloo WCML track for operability but I believe the benefits of having an active WCML, and the desire from players to see it active, will make it worth it.

Here are the locomotives that can already be used unmodified:
    • Class 66 - EWS - Additional GBRf and Freightliner liveries would be welcome:

    • Class 09 - D3671 is used at Willesden in BR Green livery:

The locomotives that would probably require some modernisation??:
    • Class 37 - Rail Operations Group:

The locomotives that would require modifications:
    • Class 313 - Network Rail Inspection train:

    • Class 43 - Network Rail New Measurement Train (NMT):

    • 1972 Stock - Asset Inspection Train (AIT) - It makes sense to consider the AIT as this is a Bakerloo linked DLC:

A new train with a bit of DNA already in the game:
    • Class 325 - Royal Mail - Although it has the front/back end and cab of a Networker (Class 166, Class 465) this train is based on the Class 319:

I know I said this would focus on freight and maintenance but while we're here, and the loco is also already here:
    • Class 377 - Southern (Pantograph variant) - For those that don't know this hourly train joins the WCML Willesden Junction, stops at Wembley Central, and Harrow & Wealdstone, and continues onward. At least something passenger to satiate some hunger in that direction. You could have a 377 have some trouble and need to be dragged into one of the passenger depots to be held temporarily. At very least this is an example of a passenger loco that is almost ready to be layered on to the route or played with in scenario planner:

Honestly, I hate seeing the WCML dead like it is, however, this is really good as an idea. Especially if you own the trains, you can just have trains you own added to the WCML tracks.

Highly doubt they would do any of the modified engines without it being a full on paid DLC pack. But if they ever do go back and redo the Bakerloo timetable adding services for the East Coastway 377 & 66 would be a nice and easy thing to do to increase variety.
