WCML North for Train Simulator is a wonderful route, as it is set around the time of privatisation, where there was a large transition between InterCity Swallow and Virgin Trains, with the three locomotive types nearing the end of their lives. Any section of the WCML (preferably Carlisle to Glasgow, Carlisle to Preston or London to Birmingham) would be great. There'd be the Class 86, 87 and 90, which would pull Mark 2 and 3 coaches with Mark 3 DVTs. Since it is unlikely Virgin would give a license, they could make up a brand or just leave them unbranded. I think going for an entirely fake brand like LMS in Train Simulator wouldn't work. If it was the southern end of the line, there would be Silverlink Class 313s and 321s. I'm not sure what would be at the north end since I'm not that much of an expert in that area. Again, the year 2000 was an interesting time for the WCML. Although the first 390s and 22xs weren't introduced until a few years after, it's not out of the question having them as train DLCs, but again they'd have to be in Virgin livery. Theoretically the route could instead be set in 2003, but ICS was a bit rare at that time and having the mix of liveries would be crucial to the route's novelty.
