I think the "F", standing for Frankfurt is just there to make it look more authentic as Frankfurt is the closest big city. Also for example, in reality Stockheim today doesn't have it's own letter for license plates, but it's either FB or BÜD. Maybe back in 92, it was just "F".
I think it's totally immersive to have number plates on NID starting with F (Frankfurt). I took a screenshot yesterday of a parking lot, there were like 10 cars parked and all of them had not a single duplicate number.
It definatley F for Frankfurt. My guess is that ND is simply short for Niddertalbahn, and some cars have 1992 which is the year the route is set.
Interesting question and for the license plates they need to be F Frankfurt DD Dresden BO Bochum Hauptstrecke Rhein Ruhr
The majority of plates ought to read BÜD for Büdingen. At the northwest or Stockheim end you might see some FB (Friedberg), and some Frankfurt (F) are possible around Bad Vilbel, though not registered there. But DTG and GWE are plainly Easter eggs
Still, I notice that even the estimable TSG goofed here, putting UK-style yellow plates on the rear. German plates are white on both ends.
