The red ring warns you of danger ie: the rails as a trip hazard, or to look before crossing the tracks as there could be a train coming. You can't actually trip over the rails in game it's meant to make you think as if you were in the real environment.
Nor can you be run over by a train as I found out trying to run through the tunnel from Stratford Int to St Pancras
