What Happened To The Gp40-2

so I noticed whilst browsing TSW stuff on my Xbox that the GP40-2 was listed despite sandpatch not existing on TSW Console
but in TSW2 sandpatch is here on console but this time the GP40-2 is replace by the C40-8 so my question is why isn't the GP40-2 available for TSW2 as Preserved content
I will also include the GP38-2 YN3 livery here believe it isn't in TSW Sandpatch as well
I know NEC isn't here because Coding Spaghetti but what about the forgotten Geep of TSW?

oh that still doesn't explain why its still on console stores which doesn't make much sense honestly

 

The GP40-2 had services for NES New York and was included in the Deluxe version of TSW1. It was pretty useless though, as it had no scenarios.

 

I believe the GP40-2 was and is available for NEC in TSW2020 on xbox. That still exists and can be purchased so the add-ons can also still be purchased. I don’t think it’s ever been available as a DLC on PS4. It’s not in TSW2 because it is tied to the NEC route which never came across.
