It looks like an older route, considering the assets. Might even be the fifth All Aboard route that isn't on steam.
Is this a Steam Route? Workshop Route? or 3rd Party?
Workshop, I'm surprised no one figured it out since it's one of the most well-known and acclaimed routes.

It's Newark Dock Bridge and if you look at the train it's basically an ICE1 since they wanted to recreate the 1990s which it was tested alongside the Swedish X2000 for a new high-speed train along the Northeast Corridor.

I'm suspecting the Baltimore route but I don't have it. Unless it's the workshop megaroute. Someone will figure it out I hope
I actually did Peter. There's videos dating back to 1993 when Amtrak tested the ICE1 on that location and the entire Northeast Corridor Washington DC to New Haven.

Clue - the station is in TS2021 and TSW2 but on different routes

But the only water I'm seeing on the map is the Kern River (area) in Bakersfield, but it should be more urban.
Tehachapi isn't a workshop route so no, this route is further north in California.
