Where Is The Setting Where The Throttle Bar On The Right Hand Side Appear?

Just wondering what setting does the bar when when you use controller, you can see what notch you are in. This is minimal hud?

The bar appears if you decrease and increase the throttle. For some reason on my xbox it does pop up

 

Are you talking about the accelerometer? If so you need to have to ‘show speed’ setting turned on to see it

 

Is that in accessibility?

 

That or under HUD & gameplay I think
