They also don't seem to have lockable doors to drivers cabins. So in theory a crazy person can just enter the cab and steal it, provided they completed the BR403 introduction in the TSW training center If the answer to that is "People who are willing to steal trains are so few that they didn't bother with it", then it raises the question of why do most other trains have either keys or removable reversers, and lockable doors to cabins. Including for example S-Bahn trains like the BR422. Are the BR403s advanced enough to be remotely disabled/abled from the dispatch center? Perhaps the on board computers(where you enable the AFB from) ask you to enter a driver ID and password before the train allows you to operate. Since those screens are not fully simulated in the TSW I can only speculate.
the ICE 3 does have a key to open the door at the end cars I suppose, otherwise anyone could just enter. the cab door can also be locked if I recall correctly. it just hasn't been modeled in TSW*. not everything in TSW is accurate, remember that. *the lock
