PS4 Why Several Scenarios Created By Other Members Can Not Be Played?

Dear DTG members...
I would like to know when looking for Scenarios created by other people, most of them does not have the "Play" button!
Other ones yes, but several ones, does not appear!
What is the reason you can not drive those ones?

Of course, first of all I have checked I have all the required DLCs indicated for that Scenario.

Mainly the ones of Tom Fresco, which usually makes great ones!

So after that figure you can not run them anymore.
