If you can play it in TSW2, you will be able to play it in TSW3. (side note: SKA, BKL, SPG and New Journeys may not be available on Day 1 - we'll do what we can, but need to set up new Store pages for them).

Nope, should be an entitlement when they're available for all TSW2 players upgrading (think of them as part of the 'TSW3-Compatible' collection (previously 'Preserved Collection')
Ah ok, because when I switched from tsw 2020 to tsw 2 I didn't get GWE or RT but maybe that was because I'd played it on a different account
RT was in the TSW1 edition but not the TSW2020 edition. GWE should've been there if either bundle was purchased (part of the core game). It would not have an entitlement if you only used Game Pass and never bought the game. If another user bought it, they would need to have the console set as the home console for it to be available to other users.
TSw 2020 have RT has a dlc i think, so i have to be free for tsw 2 if the user got it to Tsw2020 or Tsw 1. The only dlcs that dont get a tsw 2 version was NEC and The one with SW1000R Loco add-on. So if user doesnt have get it, he dont have speak with DTG or get it in another account.
You shouldn't have to. It'll probably be like when tsw2 came out and you had the preserved edition of something.
