I have not played TS Classic for a few years. Installed TS classic on my new computer. When I click on one of my scenarios in Workshop lists all the packs i need to have. If they are grayed out I assume that means i do not have that pack. One for instance says Marias pass, which i do have installed. How do I get TS classic to see all my installed packs?
Are you sure they are all installed? Go to Steam>Library>TSC. Scroll down until you see the DLC panel on the right and select Manage my DLC. Make sure everything necessary is ticked.
