Not for Xbox users in general. It´s only for Xbox users having TSW5 training center installed, correct ?
No clue, but any Xbox User can get the Free Starter Pack, and then upgrade their content to TSW5 for free - if the offer is for TSW5 only. Also, seems if you purchase a TSW5 version of a route (on PS5 at least), it also entitles you to previous TSW versions of that route (see https://forums.dovetailgames.com/threads/tsw-version-entitlements.87230/). N.B. I have not tried this on Xbox as I don't have one.
