You might just want to get the normal game and then purchase one of the routes that include it, which are most of the older routes (Great Western, East Coast Mainline, Somerset and Dorset etc) as it would be cheaper. However, the Chinese edition is currently at an all time low, along with the other regional editions, so if you are interested in any of its content this is the time to buy! Or if you are interested in any of the TS2021 routes you might want to wait until that comes out to buy the game

Steam normally have an Octoberfest sale which normally begins during the last week of this month, but as most Octoberfest events have been cancelled, we may have to wait for the Annual Hallowe’en Sale at the end of October before getting our hands on any bargains.

I have discovered why the RSSLO routes are cheaper through RSSLO's sale than DTG's sale. The RSSLO routes that DTG also sells, like Arlbergbahn do not come with locos in the RSSLO version, so you'll need to have other RSSLO routes already that came with the required loco for the scenarios, or buy it separate. The DTG released RSSLO routes come with a loco for the scenarios so they're slightly more.
Would it be better to wait for the Steam Halloween sale or go ahead and purchase something now? I'm trying to get the better deal here as the prices are higher than usual for the monster sale.
Maybe grab the stuff that you want that also has the biggest discounts. There are some things I'd like but are only 20% off or something, in which case I'm waiting for Steam to see if its any better. But stuff that I want that is 50% or 60% off, I pulled the trigger on. If Steam is a disappointment, in one month there will be the black friday sales, so you won't have to wait long.
Also, I'm worried about the E8 and SDP40F being forgotten about on Steam, as that has happened in the past.

I am talking about "worried" as in a less exaggerated way. You are correct, in the fact that this is a minor detail that will not have a major impact on life. All I am trying to do is to best make use of the sales that are being provided at this time of year.
The Christmas and Summer sales are generally the best. Like I said, use isthereanydeal.com and look at the price history to see how well a current offer compares.

The only thing that you cannot get from that pack elsewhere, is the Virgin 47. You can get a VERSION of it from Bossman Games Welsh marches route, but it's a fictional livery meant to be West Coast maroon livery, so it can be re-skinned I suppose, and someone, somewhere will do it if it's not already done. As for the rest.. If you are referring to the 47, unfortunately no, as they're for the virgin model, not the Marches 47 but it should be possible to reskin it. I've not done it, but I'm sure someone will, somewhere. Technically possible, although a pain in the arse I would imagine. By the same, I mean it is based on the same model, with the same improved cab textures.
