in game store always displays price of dlc regardless if u own it or not using the in game store is basically just a link to the Xbox store anyway, so it’s best just to go direct to the store page on Xbox home page if the store recognises your ownership it will say to install rather than buy for yourself if u own content already, it’s best to go to manage games and find the dlc their to install
Thing is i Thing is i already had both GWE and RT when TSW2020 came out so i have it but the store not recognising that i have them but i go to manage games and it GWE and RT are not there
Did u purchase those dlcs with the account logged in ? If so there may be an issue with those 2 dlcs.
sounds like a general issue with those dlcs then. edit: it may take up to 24hours for all dlc to made available so it may be best to check at later time

The method I found that worked and I'm sure was indicated for uninstalling Add-ons when there were some issues with TSW2 having out of memory crashes on Xbox is as follows: 1) From the Home screen select "My games & apps". 2) Locate and select Train Sim World 3 from the alphabetical listing. 3) Press the View button to "Manage game" 4) Select Train Sim World on the top right. 5) Select "Manage installation on internal storage" (wording on Xbox One may differ slightly). 6) Train Sim World 3 main game will be shown accompanied by any Owned Add-ons. Select desired Add-ons to install (or uninstall). There is also options to Select All and Deselect All. Number of selected items will be shown for Install or Uninstall. 7) Click Save Changes. 8) Add-ons to be installed should then appear in the Installation Queue within "My games and apps".
This won't fix the issue for those that are missing the GWE and RT content though, it may have worked for you assuming that you purchased these routes individually, but for those that acquired them via the Founders Edition and its associated upgrades, that's where the issue seemingly lies, with the license entitlement, upon which we're patiently awaiting a fix for.
