Steam How Do You Do Guard Mode On Cross City Line?

i tried going to cross city line and pick a random service for guard. I opened the doors on the center coach waited for the supposed departure time, closed the doors then did the signal bell to the driver but the train doesnt move. Why? is it still bugged?
