Why Is Their Freight Loco Substition On Riesa - Dresden Scenarios, But Not On Timetable Mode?

Hi all, just wanted to share something I noticed while playing some Riesa - Dresden scenarios. I was completely surprised to not only see a BR 155 and BR 185 on freight services, but even a BR 363 and BR 112 in my own custom ICE and orient red liveries. I thought this was particularily weird because none of these locos substitute on frieght services in timetable mode (though they hopefully will when the timetable gets updated along the introduction of the Meißen branch), and I thought that substitution was impossible in scenarios, and I have never seen it before.

Is there any reason for this weirdness that I missed? Is there anyone else that noticed this?

That was already odd, but on BRD it happens all the time. It was really surprising to see my own liveries all of a sudden on locos I didn't even know substituted onto BRD,
