That's a good point. I was rightly called out on mine (though mine was because I accidentally forgot the rules) but that's a modded mark 3 carriage.
It's up to TDG to make ruling and if it's 100% positive (me being new here) a community made repaint / mod then a new winner needs to be picked, there are plenty of good ones even the cheesy one
The problem is, the blue FGW livery isn't exactly a "community mod." It's a DTG livery, contained in the game code. True, it's ordinarily hidden, and to unlock it requires a little hack, which might be considered a "mod." But it's not the same sort of case as, say, putting the 66 in a user-made First Railfreight livery.

Except it isn't accessible without some sort of modification, aka Mods, which gives the winner an advantage over other players who haven't modified their game in anyway shape or form.
I think we should also factor in the observation that it's just about invisible in the screenshot; it takes an eagle eye and familiarity with the "forbidden" livery even to detect it. Certainly I didn't, until it was brought up; what I saw was an MRCE hauling a Shed and other things.
Well, it would seem that DTG made ruling, the shot is now part of the loading screen, as I saw it on my Xbox 1X. It's not about trying to change the winner as stated, it's about the rules and Right verse Wrong, also as stated, an item that is hidden behind code and not available to the general public ie; console users, then it stands to reason that it's a mod, as is with several other games where modders dug through code to find game assets and made them available to others. It is what it is, I'm not going to cry over spilled milk, "But I hope this is not a case where the rules are for thee but not for me" Also as stated by others and it is as stated A code hidden item, then the rules need to stand! Also, it just came to me, if this Loco is out there for anyone to find where is it? Is it a DLC item? or a vanilla item that is just waiting to be found.? If so, where can it be found.
Oh my bad, i also didnt know it was in the picture and the discussion it would lead to. I just looked for good screenshots from one of my Training centre experiments without having too much of a look into the stock (in the Background with a barely visible livery) If they want to keep it is their decision, but least they spelled training centre correctly on the loading screen
My bad, didn't notice was a modded coach, will let it be in the loading screen for this time but please in future double check that your shot has official content only. Will keep an eye on all the rolling stock in future. Thank you all for pointing it out and keep the awesome shots coming.
I thought it is also accessible through the scenario planner if someone (who has a modded game) creates a scenario with the consist. That is how the FGW livery is accessible for people playing an unmodded game (for example, on console). Cheers
