Driving a train with safety systems on is not included in the usual list of skills that a QA tester has. DTG needs to train them to do that.
It is written in your game profile and you can change it with an hexadecimal editor, but it is not easy to do.
RT and the 182 are quite old (RT was the second DLC IIRC). I'm sure you will get a nice discount for both of them the next time there is a sale.
