I had similar issues. I was sold a new pc with old firmware on the motherboard.
If this is Steam purchased then just resync the DLC. That should clear things up.

If you are driving these locos you should strive for the AP Pack(s) Vol 1 and 2. They only need the /8 to provide /7, /8 and /9 [ATTACH]
