I think Ctrl 8 changes the white dot in the middle from full white, to half to none.
Ctrl + 1-8 changes what is on the hud.
UE uses cooked content to help keep the FPS stable. Cooked content can’t be edited. Routes, scenarios, service mode, and trains are cooked content.
