Just as a warning, if purchasing a loco dlc for a pre-TSW3 route, you will also need the route it runs on.
Only on scenario planner with off the rails mode on can you use it anywhere. Same goes for any train.
If you're using free roam, you need to be on a route with the same voltage as the LIRR to drive the M9, it can't move under its own power otherwise.

The route looks like it would have done in real life. British Rail wasn't exactly in the best state in the 80s.
