I think the Fife Circle thing is more to do with 2 3rd parties than anything to do with DTG.
The HST was already in game with GWE but you had to pay again for the EMT one because they aren't the same, why should the 158 be any different.

It's only for 8th gen. 9th gen should have all layers if the relevant DLC is installed.
BML has a reduced timetable. On the reduced timetable the HST AI layer, Class 66, Class 375 and Class 166 layers are absent.
The Class 20, being a pre-TSW3 release, needs the route it was intended for installed as well.
Some services on some routes already have this as part of their timetable.

BML actually uses 377/1s, as some are numbered so. But they are identical to the /4s which I don't think is the case in real life.
