"Half assed" is the word I like, minimum effort to make something that isn't completely horrible.

DTG's problems run far deeper than Focus, there are fundamental structural issues, their programming team isn't up to snuff, or just poorly...

This isn't just TSW, it includes other products. That said, much of the text in that document eludes to them doubling down on producing DLC.
