There appears to be a issue with that right now and we are awaiting any info of when from JD at some point.
Do not rebuy everything you like the rest of are in a holding pattern while this gets resolved.
Possible Steam's servers are overload and are just not able to handle the load at this time.

I believe that volumetric fog can be turned on and off on all platforms.
The deluxe edition will suit you fine there is no need to pay for something that has stuff you already own that comes with the special edition..
